Historically, animal protection organizations have played, and continue to play, an important role in the enforcement of animal welfare legislation. The Montreal SPCA is no exception. Covering a vast territory, the SPCA’s Investigations and Inspections Department receives over 10,000 complaints and reports per year. Its inspectors are charged with the emotionally trying task of enforcing the Criminal Code’s animal cruelty provisions, as well as Quebec’s Animal Welfare and Safety Act. This presentation will provide a glimpse into the day-to-day work of inspectors, as well as an overview of some noteworthy cases that have led to criminal or penal charges.
